Kingdom 278 stands as a United peaceful kingdom at all times. We support all clans in their growth & prosperity. We are all allied one to the other. If the King or council calls, each clan covered by this Rules of Engagement (ROE) agreement shall offer aid & support to whomever the King or the council designates in whatever way the clan is able.
There should be no attacks inside the kingdom outside the COT event except according to the CLANS YES/NO STATUS -refer to section 5-
Players under 1M in might are protected at all time unless they attack 1st.
Clan leadership is responsible for educating their clan to follow the RoE
GENERAL CODE OF CONDUCT
RESPECT - Treat all players with respect and civility. Discrimination of all kind “race, religion, gender, sexual orientation, etc.”, threatening, provoking & harassing communications of any kind are strictly prohibited & may result to mute/ban/outlaw status depends on the violation degree & numbers.
SPAMMING - Players that flood official Kingdom’s Channels with unwanted information are subject to being given outlaw status or other punitive measures.
Rules of Engagement ROE
1. GOVERANCE
1.1 All Clans must state the following phrase (We Follow ROE) in their clan description to be under the protection of the Kingdom ROE. Clans which are not stating this will not be protected.
1.2 Clan Diplomats must be named in clan description. Failure to do so will delay/risk disputes & claims not being processed.
1.3 Clans must follow K278 ROE & the Inter-Kingdom Fair Play Agreement (IKPFA)
1.4 Hate speech, racism, sexual harassments or offensive speech should be reported to the Courts via a Diplomat or clan leader.
1.5 Outlaw status may be only imposed by the King after the common Judges decision.
1.6 All players below 1M of might’s are protected by the ROE unless otherwise stated in section 4.
1.7 Clan buildings are always protected. Any attacks on them are strictly prohibited & may result in Outlaw status.
1.8 Pre-arranged Conquest Point (CP) Runs and Exchanges are permitted, & in fact encouraged.
1.10 NO attacks inside the kingdom during peace time scouting is to be considered as an attack
2 RESOURCES, CRYPTS, MONSTERS & ARENAS
2.0 All resources tiles quarries, mines, sawmills, village, dragon mounds & wellsprings in clan territory are the property of that clan & are not required to be registered, however, it is recommended to register Dragon mounds or Wellsprings inside clan territory in case borders change.
2.1 Game generated resources tiles (silver, wood, stone & iron) that spawn in the wild belongs to whomever starts the marching first.
2.2 All monsters, common crypts arenas on the map belongs to everyone regardless their location
2.3 Rare crypts belongs to whomever had the key. & a key shall be replaced by a key of same level or higher only in case of exploring another player rare crypt.
2.4 Attacking someone on a resource tile is NOT allowed unless the player is on a clan territory or on an un registered DM or WS.
2.5 Dragon Mounds, Wellsprings in the wild must be registered. To register, go to the Chat:

Either full coordinates or the Y coordinates only “preferable for your own security” (ex; DM Y:350, G Y:167, or WS Y:231). other than that is NOT a valid registration.
2.6 Registered Dragon Mounds & Wellsprings Ruins must be occupied within 15 minutes after registering in the registration room. Leaving for more than 5 minutes a DM or WS any time after occupying it effectively cancels the registration.
2.7 Gold, villages any resources mines created by cities belongs only to the creator, no need to register them & can be gifted to any player with no time limit to , any attacks on those gold mines are prohibited. Compensation for the attacks will be sought by the Clan or by Judge for stolen resources.
2.8 A player can register only one DM & one WS in 24 hours. Collecting from both same time at once is allowed.
2.9 Occupying DM, WS & other resources in another clan territory will result in the player being evicted by the Clan force or RG, without the right of retaliation by the transgressor. The transgressor though must be warned & have 5 minutes to leave the resource before the attack.
Compensation may be sought by the Clan or by Judge if necessary for stolen resources.
3 PEACETIME
3.0 During Peacetime, which is anytime except for the attack phase of the Clash of Throne “COT”, no attacks | scouting on the domestic players or portals are allowed except:
3.1 All Players under 1M might are always protected unless they start an attack, BR to be provided.
3.2 Players of over 1M might who do not belong to a clan or whose clan does not support ROE are not protected
3.3 Players of over 1M might be on a resource within the borders of clan territory who have not vacated it despite being warned & directed to the ROE. Immediate attacks for DM/WS & wait 5 minutes after installation of the transgressor for other resources.
3.4 Players of any might who are repeat offenders collecting resources within clan territory will face the court & might be subjected to be hold an outlaw
3.5 Players on unregistered Dragon Mounds or Wellspring outside of a clan territory can be evacuated by the RG.
3.6 Players who occupy a registered Dragon mound, Wellspring of resource illegally will be evacuated either by the rightful registered player or a champion of his clan or the royal guards.
3.7 Hostile portals outside a clan territory can be closed by a clan member, clan march or the royal guards. BR should be provided.
3.8 CP exchanges are allowed, in fact encouraged. i.e ,Players who Have made a mutual agreement to attack for points.
3.9 Outlaw players/Clans or clans which does not state that they follow the RoE at their clan main page are not protected by the agreement, and there are no limits or restrictions of attacking them including clan buildings.
4 CLASH FOR THE THRONE “COT”
4.0 No Attacks are granted inside the kingdom EXCEPT FOR;
a-CP exchange
b-YES FOR COT CLAN ONLY
Players are encouraged to do cp exchange/ attack outside our kingdom using Ayrin.
4.1 Clans who wishes to participate in COT shall state at their walls YES FOR COT & REGISTER AT THE CHAT (K---).
4.2 Clans who does not wish to participate in COT inside the Kingdom shall state at their walls NO FOR COT – NO REGISTERATION- & SHALL NEVER BE TOUCHED FROM INSIDE. THEY STILL PLAY COT BUT OUTSIDE THE KINGDOM
4.3 Attacks on a NO FOR COT CLAN during Cot event will result to the following fine system,
5 million of silver if the aggressor is g2
10 million of silver if the aggressor is g3
15 million of silver if the aggressor is g4
20 million of silver if the aggressor is g5
Failure for payment will result to an outlaw status.
It’s the responsibility of clan leaders to ensure the payment process started within 24 hours of court decision or will face the risk
4.4 During the Clash for the Thrones COT tournament, (YES FOR COT CLANS ONLY) players have a 48-hour window to attack while adhering to specific rules outlined below.
4.5 Cities under 50% of your might must not be attacked unless by mutual agreement or they attacked first. For example, if a player has 2M of might they are not permitted to attack a player below 1M of might unless the other initiated.
4.6 A player can only attack the same player’s city 4 times per 1 reset 24HRS.
4.7 Clan Buildings are NOT to be attacked. Reports for any attacks on clan buildings will be subjected to a fine according to the court decision & compensation calculator.
4.8 Resources tiles are not to be attacked, except the following;
--{illegally occupied resources inside of a clan territory.
--{illegally occupied Dragon Mound or Wellsprings Ruins.
4.9 Players under 1M of might must not be attacked unless they initiated an attack.
4.10 Clan marches are PROHIBITED, except as stated in section 6 CLAN MARCHES.
4.11 Reinforced DEFENSE is allowed.
4.12 If a player whom you could not normally attack due to the other rules attacks your city, then you are allowed to attack their city in retaliation.. a scout for a scout & an attack for an attack.
4.13 HOSTILE Portals can be closed either by individuals or clan marches (NO MIGHT) except for the following;
- Portals within the clan territory, which remain protected at all times UNLESS PROVEN HOSTILE WITH A REPORT to prove hostility
- Active event portals, UNLESS PROVEN HOSTILE WITH A BATTLE REPORT to prove hostility. Revise section 8
- Memorial portals are never to be touched, UNLESS PROVEN HOSTILE WITH A BATTLE REPORT to prove hostility
- Ayrin Portals all over the kingdom, UNLESS PROVEN HOSTILE WITH A BATTLE REPORT to prove hostility.
5 VIOLATION & DISPUTES PROCEDURES
5.0 When there is a violation of ROE:
5.1 Contacting the player who is violating ROE directly 1st is a MUST AND WAIT 24 HR FOR RESPONSE & if possible, come to an agreement.
5.2 If no resolution is reached, have your clan diplomate contact the player's Clan diplomate.
5.3 If no resolution has been reached within 24 hours of the attack, a clan’s diplomate may request assistance from the Court by posting only their Battle Report & the cross-ponding information in the disputes room….
5.4 Attacks must be reported by the Clan diplomat/Leader no more than 7 days after the attack. Older reports will not be adjudicated.
5.5 Gold must be paid via Gold Mine. The receiver is not responsible for any amount over the amount owed due to gold mine levels.
5.6 If the violation is clear & players or clans agree on it, they may discuss COMPENSATION either in a friendly manner or will follow the Court compensation system.
5.7 All compensation to be paid before the next CoT event & the new reign & 50% of the Payment MUST be within the first 48 hours from the court final call to avoid outlaw status, unless a more favorable period is granted by the parties (depending on the amount).
6 OUTLAWS
6.1 Any player clan to be announced as an outlaw requires an official court call & the Approval of the King & the council.
6.2 Players who repeatedly violate the ROE may be declared an outlaw
6.3 Clan harboring outlaws more than 48 hours risk losing the ROE protection for their entire members. They may pay the debts of the Outlaw player or remove them from the clan in order to avoid Outlaw clan status.
6.4 Clans in Outlaw status may face the “GREEN LIGHT STATUS” which is an organized attack by Royal council & the royal guards & clans/plyers the king calls them, on all their clan buildings & their cities. This action requires an approval from the King, council & the court.
6.5 Clans in Outlaw status which have received the “GREEN LIGHT STATUS” or an outlaw individual is a fair game to any member of the kingdom including clan buildings without the right to ask for any compensation.
6.6 The “GREEN LIGHT STATUS” can be lifted only after
A-court decision & approval of the King & his council.
B-debts are paid or in the process of payment depends on the court.
C-Public Apology.
6.7 Repeated outlaw actions may result to a permeant outlaw status to be lifted only after they pay their debt & preform a public apology & Royal forgiveness.
6.8 Outlaw players & clans are listed in the rom xxxx
7 Portals
7.0 K278 acts as a United Kingdom all portals are considered friendly unless proven otherwise with a BR.
7.1 All Portals during peace time are protected unless proven hostiles with a BR.
7.2 Event portals could be closed in case of proven hostile, i.e an attack was initiated from that portal and the BR must be provided as a prove.
7.3 Portals inside clan territory always protected even during the CoT event unless proven hostile, i.e an attack was initiated from that portal and the BR must be provided as a prove.
7.4 Ayrin Portals in the Wild which are attacking outside the kingdom are always protected unless proven hostile. i.e an attack was initiated from that portal and the BR must be provided as a prove.
Please note that we are in an opened kingdom, Portals may be attacked from other kingdoms please open portals only if online & needed and be careful.
8 COURT
8.0 The court will act as an independent organization.
8.1 The court will be consisting of 3 Major Judges council & will be assigned with each Judge his own team to help fasten the process of judgment.
8.2 Compensation system & calculator will be introduced by the court in a separate READ ONLY chat
8.3 Declaration or lifting the status of an outlaw player/clan will require both court decision + king & the council approval.
8.4 “GREEN LIGHT STATUS” IMPOSING OR LIFTING REQUIRES THE KING & COUNCIL APPROVAL BEFORE ANNUNCIATION
8.5 In case of the court couldn’t reach an agreement the Judges council may ask for the interference of the king & his council to resolve any issue.
